Its a good idea to report even if you have a suspicion. I report almost anyone killing me instantly on Operations (and its pretty common) and havent been warned or banned so far. In fact, ive gotten quite a few succesful reports

You can check the seasonal missions overview, there you'll see all the missions that award you a limited time usage 3x3. On the bottom row, there's a 3x3 that lasts for the whole season as well.
