Churches were only formed later, and if we look at the letters of Paul as you've mentioned the scriptures here, the apostle uses brothers and sisters because they did not consider themselves churches as they used to even meet in homes to hear the Holy Spirit speaking through one another. Now as they did this, different apostles came Matthias, Apollos and this would divide the people saying they follow Apollos way while others say Ill follow Matthias way, so Paul was addressing this with those letters. Now as the matter of true churches, any church is true if it meets the criteria that the people are filled with the Holy Spirit, because the Holy Spirit is what guides us and makes us more like our Lord Jesus Christ, bearing the fruit of the Spirit as in Gal5:22-23. Secondly Love, Apostle Paul says that it is the love that separates us people who died and rose with Jesus, which will show its manifestation through the way we treat others, putting them above ourselves. Thirdly it the God that church believes in, because Only those who believe in the Gospel that Jesus being Lord came on earth, died for our sins and was raised from the death and seated at the right hand of the Father, can save us because the law only brought sin and death but Jesus brought life.
