Early in the video, Ghost Spider uses Lifesaver to pull Miles away after Zemo does Steel Rush targeting Miles. I think the power is not refunded as Lifesaver says the attack ends, not cancelled.
And, I believe, using basic geometry the Throw of Zemo by Thor couldn’t be thrown into the building and would not Stagger or give power as well.
I am incorrect as spending power for the attack comes after the lifesaver ends the attack.
I think it was a little dicey, but we're here to have a bit of fun and would rather move on than debate it.It also teaches for next time too! :)

I dont think Thor gets power for the throw, and the throw itself i dont think triggers the Stagger
We'll have to reread it.Some times the individual wording can get a little awkward.It also depends on when an attack finishes resolving!
