How your make a headband - First Get : A headband or Ribbon , make tiny hearts and glue on . Another way, is to loop stitch bottom heart in the middle of the heart V and make it to fit your child's head. Remember this will stretch over time in the washing. Hope this helps from my point of view.
I was thinking a free forming heart shape out of these tiny hearts made. Using my home-made stiffener - Soak and tap dry, leaving it to set overnight. This would also help the trees and my projects. Stiffener Method: Same amount of Cornstarch or Glue or Sugar and hot water.

You can also wrap the cardboard heart with ribbon if you want it to be pretty. You can recycle Christmas ribbons.

I don't know about the fabric glue sticking to cardboard but I do know Elmer's School glue will do the trick perfectly!
