The Dr truly was at fault because administrating that kind of a powerful drug outside of a hospital or clinic should never have happened. I known Micheal suffered from insomnia and had been trying out via his Dr many different kinds of medicine's but this med was a potential killer and should have only been used inside hospital walls.
