I actually am pretty sure that the device that was drilled to our head are nightvision googles, because there is a part when you see the doctors on nightvision and the guy who is tortured is also the person who runs away from that hammer guy. I also think that the whole theme will not be something like an accidental mayhem(like in outlast 1), but It was all planned to let everyone free in the facility to test their behaviour, because why would everyone have the googles? The woman has them too.
I wonder if they continue the story after whistleblower remember when Waylon park sent an email to miles then at the end of whistleblower Waylon submitting all the video footage and some guy said if you submit the footage people could come after Waylon and his love ones

I know that the DLC for it is showing what happen after the end but as everyone as show as a edited gameplay as a joke it could have actually be a good idea to put a simple other way to "end" the game like a normal human being that doesn't want to be murder for SURE in that place. the game was said to be taking place in the middle of the Cold War era, whilst the first Outlast took place in 2013
