With Highway 1 being blocked near Lucia, traffic cannot get through. Many tourists do not drive southbound past Bixby Bridge because they don't want to drive 20 miles down past that and have to turn around and drive back to Carmel. So, there has been much less traffic in this area the past 1.5 years. It is amazing, especially if you get there in the early morning.
