I think this variant of E39 is the most rarest model since only few Clientele (Governments) can own it. Normal person maybe could not own this variant maybe.
I know damn well this was advertised for the Italian mob

Agreed. There was nothing to suggest an exact year in the literature or video content. It would be late 90s / early 2000s based on the E39 chassis. But someone may know?
