If from another state does California acknowledge marriage license from that other state or does it have to be issued in California to marry in San Francisco city hall?
Yes, John, a non-resident can be a witness. They will probably be asked some questions so the judge is satisfied they understand English and what they are witnessing. They must write in English on the form. Witnesses do not need to provide ID, but the couple's ID must either be in English or have a certified English translation if in another language.

The picking up of the license is nothing special. It's like going to the DMV. And you can pick it up from any county in CA, any time within 90 days of the wedding ceremony. The day you get married is when your anniversary is! 💖

It can be issued from any county within California but only California

No permits are required to photograph weddings at SF City Hall
