In most modern versions, Batman himself doesn't name things as "bat-insert name". It's usually others, take the Batmobile, it was named so by a young Robin, he just called it The Car or the UAV (Urban Assault Vehicle)
Also the night vision and the "Bat Bluetooth" is part of his cowl not his belt, also the Batclaw, bat grapple, line launcher, rope and bat lasso are all from different variations of batman and all just variants of the same tool.
My thoughts on how he carries all that stuff is he only brings what he thinks will be needed on a given mission and if he needs anything else he has it "supply dropped" to him. At least that's how it's portrayed in the Arkham games.

Rachel had just been dosed by Scarecrows fear gas. In the scene he kicks in a cell door and throws it at the wall across the room. It wasn't a huge explosion, just big enough to create an opening for him to escape through.
He Still needs BAT TISSUE. Alfred said he needs that in the cartoon, that he doesn't have that. He still didn't add it. Also he needs BAT TISSUE when he needs to go to the BAT ROOM.
Think the biggest thing overlooked about Bat's utility belt, it's designed to be modular. It's not so much that he carries everything at once on the belt itself, it's that he can quickly swap out pouches. That really makes me question how much storage space the batmobile has, given it's the most likely place to store all of it when he's not at the Bat Cave.

To answer your E.M.P. question, certain enclosures and devices have been designed to work when an E.M.P. is activated as well as they would without the pulse making them essentially E.M.P.-proof. It would be safe to say that Batman has some sort of technology that does this surrounding the casing of his belts or electrical devices. The same technology was used in Jim Gordon's suit at the beginning of Super heavy when Harper Rowe incapacitated him by using this technology to her advantage by using a special frequency that makes the suit immobile due to it's specialized design. It might have been in Batman and Robin Eternal issue #1 or #2. If not just look for any of Harper's appearances with Bat-Gordon fairly early on within the Super Heavy time frame.
I feel like you definitely missed a couple from the games but you might not have, also to answer your question on the EMP there are bags that do exist to block out EMPs by blocking the electromagnetic waves, some can emit a counter pulse (though this method was abandoned As the pulse needed to be perfect and an EMP pulse can vary) and there are just materials out there that can block them, so long as electronics don't touch the blocking material which should be fine as the toolbelt seems to be a base metal coated in whatever that yellow stuff is. Also for the "always has everything" it's most likely just that he doesn't, or has incredibly small amounts highly compressed. All of his gear seems foldable/compressable or highly concentrated so it can fit in a small space, and he likely re-equips with different layouts for each individual activity or encounter
