2. Inflate 5” latex balloons to create a balloon duplex.
3. Wrap 2 balloon duplex to create a balloon quad.
4. Place balloon quads around the hoop and twist to secure.
5. Fill in gaps by attaching small latex balloons with adhesive.
6. Finish by adding the foil balloon to the center with adhesive.
