Yes Sir, you can get bank loan in 15 days, go with ICICI as they know the process and it will be quicker. Just keep all your profile docs like KYC, Bank statement, Salary Slips or balance sheet and 3 years ITRs handy.

You can apply only for 1 form either with any of 2 options you mentioned.
