      Manganese dioxide powder is readily and cheaply available on ebay.

      I'm guessing distilled water

      @@scotte2815 Water doesn't neutalize it only dilutes, you need base to neutralize acid. Use (diluted) Natriumhydoxide, Natriumcarbonate or Natriumbicarbonate
