What ever it is, he is using black color idli plates, these plates are nonstick coatings. What you'll see are called PTFE or Teflon idli plates wgich is highly health hazardous. If he is concerned about good food and health for his customers, let him stop using these idli plates, instead he can use ordinary idki plates by putting cloth on it. Which is very health. He can reuse these cloth.
