I think you are the tool. It was a lawful detainment and search. Criminals do look into cars to see if there is anything of value in there before breaking into it and stealing. The fact that we know AB wasn't doing that is irrelevant. The inspector doesn't know that so would be wrong not to act on it. Furthermore, AB refused to give a reason for him doing it which adds further weight to the suspicion and grounds. Imagine ignoring it and then people have their cars broken into.

It's the inspector who has to give the grounds. Which constable actually carries out the search is immaterial. But they can't state that they have the reasonable grounds. It would be different if he was putting the handcuffs on as he can't follow orders to do that. The arresting officer has to be the one with the reasonable grounds to make the arrest.
Not correct I'm afraid. The searching officer only needs to have an understanding of the grounds for the search which he did. It's not necessary that he actually witnessed it himself. The same would apply to making an arrest.
An officer can conduct a search based on information provided by another officer, as long as they are satisfied it establishes reasonable grounds for suspicion. The officer performing the search doesn't need to witness the suspicious activity themselves.

There was nothing wrong with the Inspector's actions. It was a lawful search. Approaching cars that don't belong to you and looking right into the window with a phone is always going to give police lawful grounds to search for items used for going equipped for theft. I think you are the tool. It was a lawful detainment and search. Criminals do look into cars to see if there is anything of value in there before breaking into it and stealing. The fact that we know AB wasn't doing that is irrelevant. The inspector doesn't know that so would be wrong not to act on it. Furthermore, AB refused to give a reason for him doing it which adds further weight to the suspicion and grounds. Imagine ignoring it and then people have their cars broken into.

6:55 The cop doing the searching does not have reasonable grounds to suspect anything. He never saw anything. He's just doing as he's been told by the inspector. It's the inspector who has to give the grounds. Which constable actually carries out the search is immaterial. But they can't state that they have the reasonable grounds. It would be different if he was putting the handcuffs on as he can't follow orders to do that. The arresting officer has to be the one with the reasonable grounds to make the arrest.
Not correct I'm afraid. The searching officer only needs to have an understanding of the grounds for the search which he did. It's not necessary that he actually witnessed it himself. The same would apply to making an arrest.

An officer can conduct a search based on information provided by another officer, as long as they are satisfied it establishes reasonable grounds for suspicion. The officer performing the search doesn't need to witness the suspicious activity themselves.

There was nothing wrong with the Inspector's actions. It was a lawful search. Approaching cars that don't belong to you and looking right into the window with a phone is always going to give police lawful grounds to search for items used for going equipped for theft. The grounds were further re-enforced by the fact that AB refused to give a legitimate reason for doing it.
