Manga reader here, we don't have an answer right now as to why Seiko looks the way she does! The current theory most people prescribe to is that it has something to do with her working with spirits all the time. But again, we don't really have any evidence yet so people's theories are based on actual myths/legends since all the aliens and yokai in this show are real stories from our world.
out of curiosity i did research to find her age and from what i could see its not confirmed. the going theory is she in her low 50s and just good genes or her powers keep her looking young
