Instead of He wrote quickly can we use 'He wrote quick'and if so, can we consider ' quick' as an adverb.?

We can't use 'quick' as an adverb; hence, it should be "He wrote quickly".
On the other hand, both 'high' and 'highly' can be adverbs (in different contexts). So your sentence with 'highly' is correct.
More examples:
The bird is flying high.
We think highly of this book.
