@SRodriguez28 Its called Tilt shift, You can either buy the extremely expensive lens or find a post process program that can add this effect. This can be achieved with Adobe and numerous other programs. The main thing is notice that the Top and bottom of the image is blurred. That is the biggest part of tilt shift, the lens is out of focus per say at the top and bottom except for the middle which is "warped" instead of the image passing straight through the lens it has to travel at an angle.
Nice effect with the blurring of the upper and lower frame, but some buildings were half in focus and half out of focus while the distance from the camera didn't change. Maybe try messing with your camera's focusing tools to get the focus narrow yet far away. Your camera knows distance and can create an illusion better than your computer can do after the fact for the computer doesn't know how far away the objects were.

I recommend visiting the Fisherman's Wharf (Embarcadero) for anyone who visits SF. Other places to check out include Golden Gate Park, Height/Ashbury, Crossing both the Golden Gate Bridge and Oakland Bay Bridge, Alcatraz (The Rock), Chinatown, Coit Tower, Business and Shopping Districts, TransAmerican Pyramid, Mission/Castro, and it's many suburbs. Also check out the Sonoma and Napa Valleys and their vineyards!
Answering the stupid questions. You can make the miniature effect using special tilt-shift lens (google it). Time lapse with combination of good timing and angle can do an amazing effect. This is obviously added some blur on top and the bottom of the frame in post, so it looks kinda alike, but the same time like shit comparing to what you can do with the real lens.

Very Cool. Some shots work better than others inthis piece, but tilt-shifting is awesome. There's a great sequence in The Social Network that use the same effect in a VERY interesting way.
I think the effect is only successful when the view is higher. When the view is low and looking up, it doesn't feel miniature at all (like the shots of the Civic Center).

Someday, I hope to live and work in the SF area. The one company I would love (and I mean LOVE) to work for is CNET (headquartered out here too). I love anything gadgets, tech, gizmos, and what-not. I also studied mass media in college. So working for them would be perfect.
