Both AMD Ryzen 7 9800X3D processors are overclocked to 5.5GHz max boost. The R9 290 system is always GPU bound, so that 9800X3D barely does any work and rarely uses the boost clock.
I'm about to upgrade from a 1070Ti... If the Nvidia pricing is as outrageous as it was with the 40 series I might get a 9070XT instead of a 5080/5070Ti... I'm not going to support Nvidia if it keeps trying to rip off people...

Could you put everything on high to see a playable vs nonplayable differences? It looks like to me that R9 290 is still playable.
The only benchmark that was on low was Cyberpunk. The rest of the games used High Preset or Over.

Why is the power draw of 290 so low? I would expect it to pull at least around 300W.

These settings seem to represent the 7900xtx extremely poorly.
You can't get much done with 4GB of VRAM as a limitation. The settings needed to accommodate an 11 year old graphics card.

The 9800x3d seems to do badly in the division. Hell even an 8700k gives better FPS.
Lol.. The 7900 XTX is just too fast. An 8700K with DDR4 paired with this gpu would do no better.
