Which is a very valid and sensible assumption, but a lot of other Sierra games got ported to the PC-98, and none of them got the anime treatment. Why Sierra would choose THIS game of all their line-up - arguably the most "American" of their games - is frankly bewildering.
I think the reason should be right. At LucasArts, the Japanese version (with bigger eyes and so on) of "Zak Mckracken and the alien mindbenders" has also been adapted. Without having any further evidence, I would say that at least in marketing there was the opinion that it had to be done this way. I could not spontaneously establish another connection (e.g. porting studio). I don't know why the game was chosen. Maybe it was some kind of test.

The pink blood reminds me of Star Trek 6, where they decided for that one movie that Klingon blood looks like Pepto-Bismol, because they wanted an effects scene where a bunch of them get assassinated in extremely bloody fashion, and non-blood-looking blood was the only way they could avoid a harder MPAA rating.
It’s too bad Jim Walls-sensei didn’t redraw himself too. To Sierra’s credit, they didn’t redraw the black characters as terrible caricatures, as sometimes happened in 80s anime.
Did you end up playing this version all the way to the end? The end scene where Sonny gives a thumbs-up behind Marie's back is particularly goofy in the Japanese version.
I've watched several of your videos about this, and I still can't get past Sonny's ridiculous spiky pompadour thing. Also, FWIW, Japan has pretty strict laws about onscreen violence, which is presumably why the blood is pink.
Maybe it was a nod to Mad Bull 34? Most likely not as that came out in Japan in 1992, and in English 4 years later. If you value your sanity, DON'T google that OVA.
One thing to notice, this game (along with QFG1) is actually using a limited color palette! (12 colors if I'm not wrong)
