Pharaoh's Predestination

Did God harden Pharaoh's heart so that Pharaoh was unable to free the Hebrew slaves even if he had wanted to do so? Or was it Pharaoh who first hardened his heart against God? Upon whom does God show mercy? Does anyone deserve mercy? Are some people predestined by God to eternal destruction and others predestined to eternal life?
