XL Bully ban: New measures come into force from today

- A ban on breeding, importing or re-selling XL Bully dogs is now in effect.
The changes which came into effect at midnight are part of a series of measures announced after a number of serious attacks on people in recent years.
The ban comes in two stages with the first beginning today, October 1st and a full ownership ban due to come into on February 1st, 2025.
The period between these two dates will allow current XL Bully owners time to apply for a 'Certificate of Exemption' from their local authority to permit them to keep their dog until the end of its natural life.
There is no fee for the Certificate of Exemption.
Owners will be able to apply for the certificate subject to the dog being licensed, microchipped and neutered.
Existing dogs already in animal welfare charities and shelters can be rehomed or exported subject to "strict criteria until February 1st 2025".
XL Bully type dogs are already subject to existing additional controls as a cross of restricted breeds.
When in a public place they must be securely muzzled and kept on a strong chain or leash with a maximum length of two metres by a person over 16.
Any owner found to be in breach of the regulations could face a fine of up to €2,500, imprisonment or both.
The dog may also be seized and euthanized.
The ISPCA has expressed concerns about the plan and its impact on animal welfare.
It said the change is "deeply worrying for responsible dog owners who already comply with the legislation".
In July, the ISPCA said out of a total of 211 dogs in their care currently waiting for new homes, 68 are restricted breeds with "28 potentially falling under the definition of an XL Bully."

A lot of people don't obey the laws that's there already. Most people don't put a muzzle on dogs who by law require you to have a muzzle on. They don't have a dog licence and the dog isn't chipped or if the dog is chipped the chip isn't registered properly. So how do you expect them to obey the law by not getting an XL bully.
My dog was chipped when I got her from the breeder and the chip is registered properly. I got the vet to register her for me. And I got a lifetime dog licence for her.
She's a small friendly breed that isn't required to be muzzled by law but if it was required to muzzle her I would do so.
Ciara is wrong. A jack Russel can do a lot of damage too. Yes a lot of the time they will give you a nip but they can do a lot of damage too.

Dogs NOT on the Restricted list: Cane Corso, Dogo Argentino, Caucasian Shepherd, Turkish Kangal, Presa Canario etc... the mind boggles with the legislation in this country around dog breeds
I'd say because they are not yet popular breeds. Probably people who pay have gotten an XL Bully might look to get one of these breeds you mentioned.
We will be in the same situation in 5 years with another breed.

A special dog license for certain breeds and all owners should have to go on a course for any dog, especially a powerful breed i say this with over 40 years experience with dogs of all breeds, especially rottweilers its more about educating people unfortunately most people shouldn't own any dog's let alone a powerful breed they've no idea how dog's behave big or small i leave an example here if a st Bernard turned it would do just as much damage but unfortunately these idiots that get powerful breeds and don't train them or don't socialise them which leads to this behaviour never get a st Bernard or an irish wolfhound so please educate yourselves instead of being ignorant everyone should look up ceasar Milan he had a pitbull daddy who he used on cases where the other dog was aggressive and he brought daddy in to calm situations because daddy was so calm it rubbed of on the aggressive dog and these dogs were of every breed imaginable and faced with aggression daddy would always stay calm again my point being its not the breed it's the owner and to think its not is ignorant
They shouldn't have it's not the dog's fault it's the owners and how they are reared

An XL Bully should not exist. Not sure if any of you remember but in America back in the 80's there were many many Pit Bull attacks that maimed and killed people. It is scientifically known Pit Bulls have a genetic flaw with regards to their aggression and violence. Pit Bulls are still on the list of most dangerous dogs in the world for a reason. Can you train a tiger from birth? Yes you can but there is a chance that it will attack and like an XL Bully, when they do they can inflict massive amounts of damage and kill. All this nonsense about "If you raise them correctly then they won't" is pure nonsense. The fact you have to train these animals a certain way is telling in and of itself.
