If you notice, the food that the Allah-kazam is eating is different when Pikachu goes in the second time. There is a Big Gulpin and some Jalapeno curry when he initially goes in. Afterwards, when Pikachu is beating him up, the drink is smaller and none labeled along with the curry plate being a regular curry on the side with rice.
In other words, once Pikachu was drunk enough to barge in the second time, this was the start of his make believe dream where he caught the criminal.
