So what voltages does the USB-C support? Can that little emulator ask for any voltage from the USB-C or only fixed ones?

USB-C supports several modes. 5, 9 , 12, 15, and 20 Volts are most common. There are also variable voltage modes. The USB Decoy can ask for any voltage supported by USB C. So, 100 Watts and 20 V-5A. You do need a special cable to support the higher power modes.
