Political pressure is immense in pwd Bihar for executive engineers . They have to deal with DM/ SP/ District judeg/ div commissioners / MLA/ MP / department proncipal secretary/ deptt minister/ district incharge minister / CM programnes in districts / court cases / AG Bihar accounts related issue/ political pressure of politician/ criminal in tender award issue/ black listing of contractors with criminal background etc. Most of Executive engineers are crying & compairing with PSU friends . Heavy money required in transfer/ posting & failing the illegal demand from top ( CM level) they are trapped / put under suspension without any valid reason . 1700 crore ganga brige at bhagalpur collapsed & only Executve engireer was hanged & all from top to bottom are enjoying . State pwd service is worst & not comparable to PSU . PSU officers get easy ptomotions upto board level & they are much better than IAS / IPS in salary / work life balance . They get more than highcourt judge / principal secy at E8 levels . No comparision .
Although what he said is as per his knowledge and understanding. However, I beg to differ from his thought. AE job might look better in initial days due to greater political influence and social prestige. But what this guy missed is about the later stage of your career. PSUs offer better social recognition and Job profile. Once you become CMDs and Director of any PSUs you yield very high power even greater than IAS. IAS equivalent to the rank of Joint Secretary matches the power of director of Navratna and Maharatna PSUs. State PCS job will look very small in front of PSU once you reach the board level. Also, you have greater political influence as you are in constant contact with the respective central minister and even in few cases prime minister as well, which state pcs job can never offer. Not only that you will be constant contact with the foreign government personnel and in few cases even foreign head as there are many government to government projects going on. So, any day PSUs career offer better prospective once you reach the board level or at later stage of your career. Even posting wise you will be located to your head office which is mostly in Delhi.
Regardless of the position in PSUs one can never compare it with the AE in terms of political influence, because once the state AE is promoted to Executive Engineer, he becomes very powerful as ExEn isn't just a technical job it helps the District Magistrate directly in administration as well, also state ExEn is well connected to DM local MLAs and MPs so that level of political influence is non existent in PSUs, although PSUs are far superior to state AE in terms of growth and promotions, so as sir stated initially this is a very subjective question and has no clear cut answer to which one is better.
@@percybeck923 I do agree with you about the political influence is more in AE job but at lower level only. But at higher ups when someone become chairman of a Maharatna PSU or Navratna PSU then directly deal with departmenta Secretary, Central Minister and Prime Minister. Do you think Prime Minister ever call the state engineer chief ever. No he will not but you can see every now and then Prime minister calling PSU chairman. They do meeting with them whenever big project come up. All PSU chairman have contacts in PMO, the official who run the entire country.Big PSUs market cap is more than many state government budget. So, Board member of PSUs has the power to sign a contract of Rs 10000 crore without the approval of the government in case of Maharatna PSU. Do you think state engineer at the highest level ever have that power of that much amount. They will never have. The quality of life at higher level in PSUs in big cities is much more than state engineer. They deal with the business which impacts entire country at large and also the international relations. They have a greater role in shaping the geopolitics of the nation. So, any day PSUs board level member is many times have greater authority than any state engineer of the highest level. However, at lower level I do believe state engineer do exert more power and than PSU. Although, this is my opinion and everyone else is entitled to have their own.
@@MukeshKumar-mu7fe I hear you but i think you are just judging them based on one extreme poles ( retirement level post) which is the final position and then completely ignoring what is going to happen for the major portion of service life, also State AE is a Gazzeted officer which significantly gives him a lot of Power since day 1 of joining, also state AE will live in his home state for majority of service and transfers are very slow while the PSU posting in IOCL / ONGC is very hard for the majority of service and you will be transferred from one place to other within 3-4 years which causes a lot of problems, many PSU officers don't take their family with them because of frequent transfers also you are quoting the PM and all but central govt don't affect you in day 2 day life like the state govt does and State AE is well connected to the local govt although I agree that Higher position of PSU deals with PMO but that will come very late in life and only small number of officers will be promoted to that position, also it's not true that PM won't talk to state level engineer, As Engineering In Chief which is the highest post in state govt do have frequent meeting with PMO on the central projects which are being carried by State PWDs, also not to forget the mandatory North East services which is there many PSUs, also at the lateral stage of life both PSU official and State AE will be posted in major city like State capital or National capital.
@@percybeck923 AE engineer mostly have a rural posting as far as I know where there is sometimes no internet. You have to deal with local people and also local level politicians. And many engineer at junior level are at the mercy of these local politicians for transfer posting. Sometimes politicians with a criminal background threaten engineer to give contract to their people. Work culture and environment some time does not suit people. Offices are not well maintained. About being gazetted no body cares of gazetted officers that too of state unless you have a real authority like law and order or police administration working directly under you. Also, State engineer do not keep their children as well with them because of rural posting. However, PSUs guest houses are well maintained. Work environment is good. You are surrounded by like minded people. Also, schools with the society is good. I don't agree with you that people don't keep their children with them. In PSUs at mid level you have a chance to work in the central ministry on deputation at a good rank and dictate the state level officers. There are chances that one can get transfer at big cities like delhi and Mumbai where life style is good. At the later part of the career one interacts with global leaders. Since, many government to government projects goes on, one travels with prime minister to different countries accross the globe. Many foreign governments state of head like President and Prime minister know the board level PSU officers by name. At the executive director one can become the regional head of their department of Asia Pacific region or any other. With state AE one's influence is limited to the state only. PSUs at ED level you interact with the brilliant minds of accross the globe be it US or Europe.
@@MukeshKumar-mu7fe Mukesh I don't know which state your are living in because state AE posted in rural areas??? Have you seen any PWD or Irrigation division in a village? I think it's completely unlikely PWD or Irrigation division are minimum at Nagar Parishad and Circle offices are at District HQ, also no majority of state AEs can live with their families coz the transfers can easily be stalled for 10-12 yrs also even if they don't tak their families with them they are still living in same state unlike PSU where u r mostly posted far away from your home town and get transferred within 3 yrs, also state guest house might not be as good as psu but state guest houses are there in every town while PSU guest houses are there in major city only, except few division even PSUs like IOCL don't provide township when the posting is remote and you have to take rental allowance however state PWD/ irrigation have houses even in remote areas like Kedarnath/ Badrinath, about deputation the same deputation opportunities are available with state AE, also you said "Nobody cares about a Gazzeted officer" that's just ignorance, india is mostly a rural or semi rural country and gazzeted officer hold much prestige in society, also if you are posted in good states like HP/ UK or even south india then you are mostly going to live in a safe region, while PSU posting is there in UP or Bihar where crime is very High, also as i mentioned earlier Mandatory services in North East is a very difficult task.

AE is far better than PSU, you will realise this word after 10-15 yr of your service, I m in PSU so I can tell you honestly
