It's the everlasting beauty of the Minor 4rth functioning in a major key (be it voiced with tensions like here - 'Fmin 11th' - or not). From Bach to Radiohead, it just works!

By analyzing the line you play, it's a Lydian Dominant scale with #4 (or #11), written Db+4 or Db+11, the 4th mode of melodic minor, which goes Db Eb F G Ab Bb Cb Db (WWWHWHW). Sounds great!
There are a lot of options regarding 'what to play over' these chords, depending on your taste, style of music, the color you want to achieve and so forth. A simplified way to go about thinking what modes to use over these chords would be: 1) Dominant tritone sub - Lydian b7 is widely used over a tritone sub, you can also use just any other mode or lick for a dominant chord 2) The B7#9b13 - An altered scale would be great, but again, any other dominant concept would work... 3) The Fm11 - A Dorian sound would work great, so will just going between C major to a C minor over this chord would work great. Hope that helps you start somewhere.
