Classic case of suspension of disbelief.
Sure the writers could've just had Roger leave the car further away from the finish line to make it more believable. But the jokes work better if the scenario is as ridiculous as possible

I've noticed that he's not fast when he's in character. He only does it to switch personas or kill them off. He's that committed to his characters that he doesn't break character even when his speed would help.

Actually I wouldn't have finished you see I never went running after breakfast well I'd start with one of Francine's gigantic breakfast and then I'd leave the house and jog to the corner there l'd have a cigarette
Two if I ran into that looked Rhonda with a natural low hangers then l'd head down the street to where that is getting a second floor pop into one of the porta potties for the construction workers and try to pass my enormous breakfast that was always a struggle my only real exercise of the day and I'd usually fall asleep on the pot those crappers heat up big time in the sun so when I woke up a couple of hours later I'd be drenched in sweat half the time I pooed in my sleep

Rodger legitimately has super speed is been shown multiple times. Yet he chooses to cheat which is really within character.
It's not about winning or losing to Roger, not about what he is capable of, it's always about how far he can push people, what he can get away with, it's a game to him.
We totally forgot that Francine is an enabler.
