But can you control it? It had toggles but can you really control round parachutes ?

You can do a full 360 degree turn in about 20 seconds, allowing you to turn away from obstacles such as trees and power lines. There is also a bit of forward drive to give you directional control. As an emergency parachute, it is not as maneuverable as a skydiving parachute, but it does have sufficient control to get you to the ground safely.
