Mam, what is the difference between bend diameter and bend hook diameter? Are they both same?
Well, they are kinda different. Bend diameter refers to the diameter of the reinforcing bar at the point of bending, while bend hook diameter refers to the diameter of the hook or extension at the end of the bar.
Draw a rebar with Bend and change the Bend diameter. Then active a hook at start or end and after that change the Hook bend diameter. You will see the difference.

A quick answer for that is to increase the structural stability and strength of the columns, which prevents the column from buckling or bending under lateral loading or wind pressure. If You want to know more, search about the structure design, ties, stirrups and reinforcements.
