This is probably the best city setting ever created in a game. Realistic and well thought out, not like the following games in the series full of abruptly ending neighborhoods and weirdly curvy streets.
Eh, Most Wanted's city feels realistic especially Rosewood District, NFS 2015 also is insanely realistic in terms of map

there is a script that allow you to change stuff in the game, and you also have acces to a free cam ! This is what i've used !
