The souls of the dead human defenders, with their focus to fight and protect what remains of their people, became the overriding gestalt of the Spellsong Elemental. It now served to protect the surface from the destructive machinations of the Ashkan. Now the Ashkan General, in cruel twist of mercy, is the one who would bear the shame of declaring the failure of their war. The very weapon that is made to destroy their enemies now stand guard for its defense. It is by mercy that the Ashkan didn't received retribution from said weapon.
Even the Time-lords learned to not create a weapon with a soul that will stand in judgement of you if you are foolish and arrogant enough to use it. The "Moment" was merciful only because it was the most compassionate of its creators that dared to use it, and it was against his own kind as well as their enemy in order to preserve all others.
The irony to me is that the Ashkan are specialists, but they fed their weapon their best and brightest. Warriors. Mages, IIRC, even workers. IOW, their weapon was no longer a specialist, but the ultimate generalist. And that was BEFORE it fed on and absorbed the souls of the humans who were also generalists.
