This is about charge distribution processes: Induction and friction. When there's friction between the towel and the plastic bowl, the plastic will receive electrons (consider the triboelectric series to understand that) and when you put it next to the sugar, the electrons will attract the protons and repel the electrons in the sugar (induction). That's how this happens.
