      OP likely just meant “A+ no. 1 top wonderful organization,” as in “Bully for you!” but the slang was simply lost transatlantically.
      Because Oxfam is a wonderful organization, beloved in the UK, and “Bully!” is another way (although today a little archaic) of saying either “Bravo!” or “Neat-o!” Like two kids in the ‘70s might’ve said “That’s a bully cricket bat!” or “What a bully match!” to one another.
      The only people I’ve met who might dislike Oxfam are extremist libertarian weirdos, trying simultaneously to convince everyone that charity in itself is morally wrong (??), yet that somehow in a libertarian state social and physical infrastructure - including welfare for the marginalized - would be maintained by individuals voluntarily. And that’s more of a fringe belief belonging to the USA, seldom heard among regular people in the UK. Most of Europe have figured out that cooperation within a commonwealth structure maximizes individual happiness and wellbeing, with the added benefit of being the morally sound policy, so neither generosity nor kindness are viewed with suspicion - again, at least not among regular people in real life. Although Stephen Bannon has been flouncing around the globe since 2016, trying to popularize corporate-friendly people-hostile politics.
      But OP probably just meant “Good, upstanding organization!”

      @@rohitanand14 rohit, I worked for them for many years. The reason no one knows about what they do is because there is no way for victims to speak out. The only person who did manage to do so is a guy who runs a blog called Roaming Brit.
