I legitimately cannot think of a situation where you would ever want two Stuarts; the extra fuel cost has made them basically worthless.
If you can get them really fast they can push your advantage, and you can just recall them later. If you can keep them alive, of course.
two stuart push can be really strong vs dak. Can take out flakvierling med truck and mortar halftrack
