this is so 1 in a million chance of actually happening. austria players are some of the most ballsy and most likely greatest players ive ever seen if left unchecked. If im playing germany and see an austrian player im going right for them in the early game, and just keep expanding through the balkans and eastern europe.
my theory on why every formable for Austria needs those 2 cities is because all of austrias formables other than eu were before ww1 and after ww1 italy gained a small piece of austria- Hungary
It’s actually more simple, you see Austria just had that piece of land for a long time until the Austro-Hungarian empire collapse in 1918 where the Balkan land was split between Italy and Serbia. After that Austria was kinda just there. So all there major empires were just before 1918.

When you go to the treaty menu, on the right there are the flags of all the opposing countries (in my case Italy and Hungary) Italy is the war leader, however you can click on Hungarys flag and make a treaty for only Hungary. In some situations like factions, negotiating can happen with only the faction leader
Everything costing under 2k would lag when you have a million singular entities all having to be rendered and having to have their positions, numbers, attack/defence stats, etc having to be calculated
