I vote to install porta potties, and lock up these bathrooms. The porta potties have just enough room to stand and sit down on the toilet there is no room to lay down. On top of that the chemicals they use make them smell really good. We have them year-round in Alaska in public parks. They are plastic, easy to clean. I'm always surprised at how clean they are. The homeless can use them 24/7 but they're not big enough to sleep in. They still have access to use them, but I have yet to see a homeless person sleeping inside one there's just no room.
