Toyota salesman here. You CAN order a Toyota. We do match trades, SVOR, or true special order. However, it is much easier for the dealership to do a match trade

Dealers hate to negotiate as much as you do. They will consider an offer less than the asking price, but they ask for one thing in return: a committed customer. In other words, "if I do X price, can we do business today?" Customers who are not in the store are less likely to be actually committed to buy. They are more likely to lie and say they will do X price, but then (like Tomi shows you) will simply use your offer as leverage with another dealer, probably the one most conveniently located to them. The other reason for wanting the customer there is that the dealer wants you to see and drive the car in question first. Otherwise, you will not fully appreciate the car's value. Customers who don't take test drives are less committed to buy.
I'm fairly new to following your channel, but it's clear that there's a strong effort to get people in the showroom...."show your face"...."negotiations need to happen here". Is the reason for this the potential for manipulation, intimidation, knowing that your likely to lose that motivation when you're sitting in a shitty showroom office chair?
It's part of his negotiation tactics. Being confident in your offer shows strength. A good salesperson is equally confident in the dealership's asking price.

Forget the phone, use email. Not only is it way more efficient for your time, you have a paper record of the negotiations.

Im in the car business, and I'll say that I've seen salespeople like this. These types have seen way too many sales coaching videos.
