It's an Tuba fanfare, called "Funky Stuff". It's a tune that always gets the band involved. Percussion was added just playing around, for tempo to stay steady. Band just joined in cuz that's the chant, "Can't get Enough. Of that Funky Stuff"......over the years more words were added " I tried. I tried" etc. So knowing the band director, Mr. Wells, he don't like unorganized things, so if the tubas are going to play their fanfare and the band and percussion wants to interact, then you do it together, one Accord, or not at all. That's why it seems like a actual song.
I'm not trying to hate and I like BCU but their music arrangements all appear super easy for any musician to play. Tuba breaks and dancing throughout your songs are cool but not for practically every selection you play. Eventually you got to do what a band is built to do and that is to PLAY. None of their music is challenging. Truly talented musicians probably would fear these arrangements would hold them back musically. I do have to give them credit for their energy!!!
I was there
What's the second song
