He has an outline but not of the full story. He’s had the ending for years but he didn’t have an outline of the whole story to get there. What oda likes to do is use things that he’s written before and bring it back as something important. With that it looks like he was actually foreshadowing the whole time. Although now that he’s said this is the last saga, He probably has an outline until the end. But originally he wanted to end the manga with the 7 warlords but editors wanted him to keep going which is when he made up the new world and yonko

Dragon has one of the coldest designs in all of OP. Reminds me of one of my favorite characters whose design I really like, Wyper. That character @0:10 looks like an epic end game villian.

He is seen with wind clouds lightning just like the dragon Shenlong controls also dragon destroyed the celestial dragons food storage like how Shenlong is said to control the agriculture and people prayed to him so their crops made it... Yeah dragon can't control lightning or thunder but his son Luffy can with the gum fruit and the drums of liberation heart beat... Oda likes to split powers up that character are based off of like how Luffy is clearly like the monkey king but NAMI has the power pole and nimbus cloud which I also believe is a major point in how the story concludes by combining people and powers to make the one piece whole again IMO Shenlong makes the most sense

Dragon has no actions yet against the Government because Shanks' collaboration with the Gorosei is no easy task. Plus the fact he knew very well about Imu and is direct opposition. I never watched One Piece anime but only read some commentaries so I analyze it like reading a short story.

He has an outline but not of the full story. He’s had the ending for years but he didn’t have an outline of the whole story to get there. What oda likes to do is use things that he’s written before and bring it back as something important. With that it looks like he was actually foreshadowing the whole time. Although now that he’s said this is the last saga, He probably has an outline until the end. But originally he wanted to end the manga with the 7 warlords but editors wanted him to keep going which is when he made up the new world and yonko
