The strike price is set when the deal is made, and either doesn't change at all, or is fixed at a certain percentage of the actual value of the stock. What Andrew is likely offering Steve is the right to sell $50,000 of stock in the company to him at a fixed value rather than its value at the time of the sale. This means that if the company loses value, and the stocks are worth less than $50,000, Steve can still sell them TO ANDREW for $50,000, and Andrew takes the hit. This is VASTLY oversimplified, as options trading is crazy complex, but he's basically being told, "If you let me have the right to sell this product in the US, I will give you the option to sell 20% of the company to me at $50,000 (within a certain time frame), even if it turns out to be worth less than that at the time the sale is made."
