My theory is Heihachi secretly managed to obtain samples of the devil gene through Jin kazama’s blood in Tekken 4 (when he had him chained prisoner in Hon-Maru) and managed to complete his super soldier serum mixture of Ogres blood and the Devil’s and consumed it to finally achieve his ultimate power. Therefore, he now has both Ogre’s god-strength and levitation as well as the Devil’s invincibility and energy waves
Nice, but it defeats the purpose of Heihachi's existence (to become the strongest only through oneself) even though he had desired for the Devil Gene, he let go of his mission to just eradicate the devil gene itself (and claim world domination of course). That's why everyone around him, like Kazumi, Kazuya, Jun, Jin and even Jinpachi and Akuma had some sort of demonic (holy for Jun) power to aid them in battle and desperate situations (like the explosion in the beginning of TK5) but Heihachi stands above it all through might and might alone (even if he gets subdued for a while)
Imagine if he was the ultimate boss on the latest Tekken was the God mode Heihachi no matter how many time you beat him he still stuck on first round time time out
Heihachi would've destroyed eceryone if he managed to have the Devil Gene 💀 not even Kazuya and Jin combined would defeat tuis kan if he has the Devil Gene

I can already imagine the lore for him becoming a demon. After his death his body gets possessed by the same entity that possessed Jinpachi, he flies out of the volcano and as he's flying out, his body starts regenerating, he lands and proceeds got beat the living crap out of Kazuya and takes on destroying world
This version of heihachi would probably be as strong as t8 true devil kazuya in base, imagine if heihachi had azazel's power + his own devil trigger, he'd be super broken.
