Building the depots all together at once is a negative economy of scale - it does cost more, and is less efficient. It requires more SCVs, which adds up to more lost mining time versus using those minerals you’d be mining to build new SCVs and increase your economy more. It also takes more clicks so it is harder macro to build all the depots at once (not very hard, but a bit). One SCV queued up to build depots in sequence, serially, costs less in minerals, mining time, and clicks.
The 6 OL at once thing happens only to Zerg because only Zerg Race has mechanics which make this the best move sometimes. Reason is that all units spawn from larva. If you dont use larva, the autospawning larva no longer is produced reducing total larva production to just the larva from injects. In view of this, building Overlords in advance has a few advantages over building units first: a) If you soon want to build units but still need to wait for your tech structure to finish, you invest the larva into overlords now, wherein the larva otherwise would have been wasted. This allows you afterwards to invest the larva in full into Units b) It allows you to stay flexible. If you did not yet decide on how exactly you want to distribute your larva over different units, building OL´s first allows you to delay that decision until you have more scouting info. On Toss and Terran it is different. Building supply structures takes worker time. If you pre-build supply depots and dont build units, it means your production structures are idleing which is obviously bad. Thus, the situation for Toss and P when it comes to pre-building supply structures is completely different.
The thing about tempests is that yes they're valuable in low numbers and _theoretically_ in high numbers. Its just that high numbers of tempests are going to force an air superiority response which the enemy might have already teched into because of collossi, and carriers handle enemy air superiority way better than tempests.

I think carriers are better if you suck at controlling your ground army. Tempests just seem superior if you are good enough to kill lurkers with your ground army and cover the tempest with archons. Carriers are also superior vs potato zergs who just run around with corruptors trying to pick off skytoss units and amove a ultra based army to attempt to clear templar
the 7 ovies at the same time is not an issue because zerg is larva based. with perfect injects you have spare larvae and spare money, so you might as well do it sooner than later.
