windows defender can also cause this issue, sometimes the defender falsely says a file is malware or a virus and it wont let you open the file or extract it so if your sure its not a virus then just turn off all the windows defender settings, run the file and then turn it back on when your done.
my problem is that I can't delete the file I NEED to delete and the fact that I am the administrator/owner with full access to it means nothing. I still can't delete it.
To people who this method don't work: Restart the computer and keep pressing F8 while it's in black screen, Select start in Safe mode Go to folder which you want to delete Delete the folder Restart the computer again.

if this doesn't work....... in case folder belongs to some application in C root .make a copy of the folder in different location...and rename the original folder , move the copied folder to original location...

Ok, I am running a Windows NT operating system on one of my computers. It is networked to my other computer which is running Ubuntu Linux 18.04.5. Its really cool the way I can reach into my Windows NT computer (from my Linux computer) to copy files and folders to my Windows NT machine or from that machine. But I keep forgetting that this problem keeps coming up where something goes wrong and files on my Windows NT computer become unavailable. Like when I double-click on a text file I get the little popup-box which states "Access is denied". And I can't even delete the damn thing, even if I go at it using the command prompt. Also because access is denied. Now I would think considering this operating system is so old that there is something relatively easy I could do to correct this, like going into the registry and making some adjustment there. But I have no idea where to look in the registry to do such a thing. Well, I just tried doing a search on one of the locked-up files' names within regedit and it didn't find one single match. So I guess that can't be where the info that makes it inaccessible is stored, sigh!
I guess this one will help me with my problem with "syncme wireless" Android application that keeps telling me accesee denied to the folder i pet to synce (copying it) to my android.. . Thank you
Didn't work I put fresh copy of windows on a new drive can't copy my documents and desktop over from my old drive. I think Microsoft updates changed something because none of these steps work.
Yep, I get ridiculous failed to enumerate objects error as well. I'm getting fed up with windows and their damn ridiculous file permissions. Mac OS is looking beautiful right about now.
I want a system wide solution, not just specific folders. Is this a system wide solution? I got the impression it isn't? I was seeking a solution to why my Win10 tin can suddenly doesn't go into sleep mode and was referred to a cmd prompt solution and there I was denied further access, which led me out on another win-10-quest, to seek an understanding to why I'm a crippled admin when I use Win10. #frustrationlevel10

You actually need to add your user using the add button select full permissions in the add button for that user and it should let you open the file.

This still won't allow you to change windows files, or files for windows store apps

add it to a zip via winrar and select option delete after zip ... folder will be deleted
To people who this method don't work:
