客引き is so common in downtown areas of Tokyo, particularly for Izakaya. They always look desperate and dodgy...but again, we usually know what the appropriate price range is depending on type of restaurant/izakaya. So it must be a gaijin-specific scam.

I am Japanese living in Tokyo. Regarding "Scam" restaurant(Izakaya), I think that the staff just called another staff in the restaurant to let them know how many customer is coming so that they can make sure they have enough sheat etc..
That kind of situations have happened to us, Japanese many times too especially around Shinjuku/Shibuya red light district. It is true that this kind of place normally a bit pricy with table charge (around 500-1000yen) than other local or chain restaurant.
So, some people might think they are being scammed paying for small dish they didn't order which considered as " Table Charge "in Japan because it is normally NOT in the menu.
Anyway, I am glad you didn't end up facing bad experience/foods that day. Come and enjoy in Japane again in the future!!

最初は"scam" じゃないと思ったけど、回りをみたらやっぱりへんだなーと思って、たってる男性達は他のレストランと違ってとてもdesperateだったからその後インターネットでこのレストラン検索したの、、、そしてやっぱり外国人をターゲットしてるレストランだったそうです。ほとんどの外国人は日本語読めないからメニューの下に小さい字で色々書いてあって、最後にお会計払う時とっても高い。普通ではないぐらいの値段、、、
