- Vladimir Putin said capturing the city of Kharkiv is not part of Russia's current plan. Instead, Moscow intends to create a 'buffer zone' for Russia's own security.

Is that why Russian troops were in the city itself in 2022?
They were VERY close of the city, they reached Lozova which is 15km but the 18th GMRD was repelled there and the 4 divisions had to withdraw when they could be outflanked in the september 22 counteroffensive.
It was a stupid move by the russians, they still could had outmanned and outgunned the UAF but chose to leave hundreds of tanks and APCs and run for it to the border.
Add South Africa once Israel to shown that they're going to take Palestinian safe passage, what about Russia

In 2022 he tried to capture Kharkiv with 4 divisions (2nd GMRd, 18th GMRD,144th GMRD and 3rd MRD) plus a few independent brigades. Thats +75,000 men and some of the most elite divisions (specially the 2nd GMRD) failed to break the line.
This time he has elements of 2 maybe 3 divisions, 50k men with some armor.
Not enough to break the line so its a diversionary assault

Russia has manpower, equipment, political will, backing of population, can dodge sanctions. But lacks morality, inferior tactics and command and control, equipment overhyped and almost lost all its navy.
Ukraine lacks manpower, equipment, time, allied political backing is strong but low will to commit. But has a higher morale, very use their resources with greater care than russians, better intelligence and capitalizes far better the russian weaknesses in critical infrastructure with air defense.

Both sides rely mostly on rocket barage systems like Grad with a range of 45-50 km and cheap drones. Putin is really hated in Belgorod because they are being under constant attack so he is trying to do something to reduce unhappiness of people in Belgorod. And Russia doesn't have enough men to take over Kharkiv otherwise they would've taken it at the beginning of the war
