shadow legendaries (minus mewtwo cuz obvious) i've only been doing one to power up. get a 91% or better and just focus on candy for that one. moltres i got a 96 xxs shiny, zapdos i got a 93, raikou i got a 96, and now entei i have a 93 shiny. only powering up one to 50 still feels like a good accomplishment and a fun yet still strong use in raids. the entei will be along side a mega and 4 reshiram, the raikou with a mega and 4 zekrom, etc. no point in NOT raiding it if you're able to, and also no point in not powering up atleast 1 tbh. like why raid it if you wont work on atleast 1.
I would power it to lv 40 if I loved it. It is good enough to be used as the last member of your raiding party. If Entei ever gets a better charge attack, he would move up a bit in the fire category. Only then it might be useful to power it to lv 50.
