Communities where fathers were locked up/absent and mothers strung out. The war on drugs was really a war on blacks. Kids do what they are taught. Most of these kids are ignored until they're old enough to become a problem. Most kids raised in better environments turn out better. Some are raised in fucked up areas then we want to know why they turned out fucked up.

And no NCO wants to waste their time training and supervising them either.
