    Algae! My humble suggestions:
    stop agitating the surface
    test for Phosphate, if > 0.5 ppm add a good quality Phosphate absorbing material to the filter - my preferred product is Rowa
    add some floating plants and harvest excess twice weekly - Salvinia or Indian Fern would be my first choices
    and counter-intuitive this, increase the strength of the light but keep the duration to two separated three or four hour photo-periods, i.e. 4 on, 4 off and then 4 on and 12 off (two photo periods because of the use of continuous low level yeast & sugar produced CO2), plants will often then grow faster, soak up nutrients and out-compete algae, probably will not help the bucephalandra though
