In the original myths, Anubis was the ruler of the land of the dead, who later stepped down, passing his position to Osiris and taking the post of Final Judge, and guardian of the places of the dead. If you want a truly evil god in Egyptian mythology, that would be Apophis, Lord of the Desert. Even Set's less evil than complicated.
