Could've sworn I heard you review their song "Dreaming" from the album Hypnotize. My favorite song of theirs. While I agree Toxicity was their best album, I think Hypnotize and Mesmerize were great evolution in their sound too.

IMO verses are talked from perspective of common people fighting among each other. Then rulers basically say "Cool, (you're) in denial. We're the cruel regulators smoking cigaro..."
After that bridge comes and releases fact those rulers which were chosen to lead are actually doing quite the opposite, with destructive effect ("We;re the regulators that de-regulate, we're the animators that de-animate). All this to use all resources and leave country/world an exploited place in a worse state than it was before them.
